You could be eligible to obtain free underfloor insulation as part of the ECO4 program.

Low-income households and those who may have trouble affording the cost of heating their home may be eligible for a free grant under the ECO scheme, which would result in the installation of free underfloor insulation provided they meet the requirements and the project is suitable for their property.
In cold climates, uninsulated homes lose 25% of heat through the roof. Loft insulation, lasting 40+ years, is a cost-effective solution, optimizing heating efficiency and reducing energy bills and carbon footprint.
If the current insulation is level with or below the loft floor joists (i.e., 4 inches or less), you may qualify for a grant to top up the insulation.
A small amount of boarding is allowed, but if it exceeds 20%, boards must be lifted before work. Installers can’t lift boards or help with joist adjustments.
The loft hatch must be 400mm/16″ square. Installers may enlarge it, or a builder can assist.
While guarantees are not mandatory, some installers offer optional two-year financial protection mechanisms. Mandatory guarantees may be introduced in 2021.
